Partnership with the World Bank
The World Bank, an international financial institution with a mission to end extreme poverty and to promote shared prosperity around the world, has collaborated with Yokohama City for the Y-PORT project. Since November 2016, Yokohama has been partnering with the World Bank Tokyo Development Learning Center (TDLC) to further its endeavors through the City Partnership Program (CPP).
City Partnership Program (CPP)
The CPP is a program implemented through the World Bank Tokyo Development Learning Center (TDLC) to share relevant development experiences and solutions, thus linking Japanese expertise with specific opportunities for project-level engagement in developing countries. Six municipalities including Yokohama have been selected to participate in the program.

The World Bank investigated and documented Yokohama’s urban development knowledge and expertise in a report titled “Yokohama Development Knowledge Sourcebook.” This report was disseminated within the World Bank and published on the Bank’s website.

Partnership in the Asia Smart City Conference
TDLC collaborated as a co-organizer for the Asia Smart City Conference organized and hosted by the City of Yokohama.
Collaboration on Technical Deep Dive (TDD)
Technical Deep Dive (TDD) is TDLC’s signature one-week knowledge acceleration program, consisting of workshops, site visits, and other knowledge exchange activities for representatives of developing countries and cities, World Bank employees and other experts. TDD aims to promote the acceleration of World Bank-financed projects in developing countries. Through this program, Yokohama has shared its experiences and knowledge on key urban development topics, including public transportation-oriented urban development, integrated water management, city redevelopment, and public property management, among others.
Knowledge-sharing with developing countries
“Knowledge-Sharing Project in Da Nang, Vietnam” In August 2017, as part of TDLC’s Operational Support project and Yokohama’s support for Vietnam’s Sustainable City Development Project (SCDP), urban planning and development experts were dispatched to Vietnam’s Ministry of Construction and the city of Da Nang. These experts facilitated technical cooperation aimed at promoting urban development management theory and public transportation-oriented urban development (TOD).
Dispatching experts in urban design
In July 2018, as part of an Operational Support project run by TDLC, the City of Yokohama Urban Development Bureau dispatched experts in urban design to three cities – including Yokohama sister city Constanta, Romania – to share its knowledge in waterfront development and urban design. Furthermore, Yokohama sent experts to Panama City, Panama in April 2019 and Barranquilla, Colombia in February 2020 to offer technical cooperation in urban development by utilizing its Urban Design Vision Yokohama.
