Partnership with the Asian Development Bank and the Asian Development Bank Institute
In October 2013, the city of Yokohama and the Asian Development Bank (ADB) signed a memorandum of understanding to promote cooperation toward bringing sustainable solutions in city management and urban infrastructure development in developing countries (updated in May 2016 and December 2018). This partnership has been carried out in various ways based on this MoU.
Since 2017, the City of Yokohama has been collaborating with the Asian Development Bank Institute (ADBI) to co-organize the Asia Smart City Conference. ADBI is the Tokyo-based think tank of the Asian Development Bank. ADBI conducts evidence-based policy research and capacity building and training programs for eliminating poverty and promoting sustainable, inclusive, and resilient growth across Asia and the Pacific.
Areas of Partnership in the MoU
- Knowledge-sharing and activity support in capacity and human resource development
- Support for a regional city and urban institution knowledge network for mutual training and inter-city sharing of excellent case studies
- ADB participation in the Asia Smart City Conference and Asia Smart City Alliance. Expert exchange for other events, seminars, workshops and training planned by each institution
- Experience- and technical knowledge-sharing by Yokohama to ADB through the Y-PORT Center
Examples of our ADB/ADBI-Yokohama Cooperation
Asia Smart City Conference
The City of Yokohama, in collaboration with the Asian Development Bank Institute (ADBI), co-organized the Asia Smart City Conference, with the support of the Asian Development Bank (ADB). The cooperation included session delivery and hosting, participation of national and international experts, and financial support for the participation of government officials from developing Asia to facilitate knowledge sharing and learning.
Other workshops and projects
In 2019, with support from the Asian Development Bank (ADB), we hosted a workshop in the islands of the Republic of the Fiji involving the participation of local government agencies and companies from Yokohama. In the same year, in collaboration with the Asian Development Bank Institute (ADBI), we invited four cities to Yokohama and held training workshops on solid waste disposal. The four invited cities were Batam City (Republic of Indonesia), Da Nang City (Socialist Republic of Viet Nam), Mandaue City (Republic of the Philippines), and Suva City (Republic of Fiji).
Additionally, in 2017, ADB (AP3F, Asia-Pacific Project Preparation Facility) supported the research for the Y-PORT Project’s public–private partnership-based project to improve solid waste disposal in Cebu City in the Philippines.

The 50th Asian Development Bank (ADB) Annual Meeting in Yokohama
In May 2017, the 50th Asian Development Bank (ADB) Annual Meeting was held at PACIFICO Yokohama. As the host city, the City of Yokohama supported the annual meeting through holding exhibitions, reception, inspection tours, and various events that Yokohama Citizens can understand development issues in Asia.
